Bill Tracker rebuilt from scratch

Replaced the old PHP bill-pay app with a new self-hosted Bill Tracker: monthly bill checklist with paid tracking and history, one-off bills, drag-to-reorder bill management, Capital One CSV import with idempotent dedupe and editable category rules, and a spending dashboard (category breakdown, 12-month trend, top merchants, recurring charges, year summary). Single Node.js service with SQLite storage, password login, mobile-friendly paper-ledger UI, and nightly automated backups.
